The Kyiv City Council commissioned repairs to the Berkovets Cemetery at inflated prices

Following the results of a tender, the Kyiv City State Administration’s Specialized Complex of Public Utility and Consumer Services (SKP) commissioned Dorbau LLC to perform major repairs on landscaping features in the sections designated for honorary burials at the City (Berkovets) Cemetery, at a cost of 362.36 million hryvnias. Material prices were inflated by 1.5 to 2 times.

The project includes roadwork, sidewalk construction, lighting, as well as the installation of a monument and granite grave markers by the end of 2027.

A journalistic investigation revealed significant overpricing of construction materials:

• Coarse-grained and fine-grained asphalt concrete were priced at 11,526 UAH/metric ton and 11,995 UAH/metric ton, respectively, which is 25% more expensive than Kyivavtodor’s June purchases and is nearly double the average prices monitored by the State Enterprise “NIRI” in the Kyiv region (6,083–6,405 UAH/metric ton).

• The S-5 and S-7 crushed stone-sand mixtures were included in the budget at 1,724 UAH/cubic meter, which is 1.5–2 times higher than average market rates (842–1,063 UAH/cubic meter).

• The tender terms allow for payment deferral during the period of martial law and for 6 months after its conclusion, which, according to analysts’ estimates, creates conditions for the customer to exercise discretionary influence over the contractor regarding payment deadlines.

In Kyiv, a businessman and an official from “Kyivzelenbud” were charged with causing financial losses during repairs in Poznyaki Park.

“Kyivzelenbud” renovated the paths in the capital’s Hydropark, resulting in losses of 200,000 UAH. The case against the head of the contracting organization has been referred to court.
