Zelensky warned Klitschko about the consequences of disrupting preparations for winter
President Volodymyr Zelenskyy signed a decree enacting the National Security and Defense Council’s decision on the implementation of comprehensive resilience plans in the regions and in Kyiv. The document officially notifies the capital’s mayor, Vitali Klitschko, of his personal responsibility for preparing for the 2026–2027 heating season.
The government has been instructed to immediately revise the plans to ensure their effective implementation before the cold weather sets in. Oversight of the decision’s implementation has been entrusted to the Secretary of the National Security and Defense Council.
Local governments must build up a fuel reserve for essential facilities sufficient for at least two weeks. Additionally, they are required to ensure the self-sufficiency of apartment buildings and equip them with independent backup power systems.

As of August 7, Kyiv has stepped up preparations for the heating season amid ongoing Russian attacks on energy infrastructure. The capital plans to generate an additional 1,000 MW of thermal power and prepare 100 emergency heating centers in case of emergencies.
Following one of Russia’s most intense nighttime attacks on Kyiv on August 5, elevated levels of air pollution were recorded in the capital. The situation is worst in the western and eastern districts of the city, where the Air Quality Index (AQI) has reached unhealthy levels.
