The Kyiv City State Administration confirmed that in Teremky, the Municipal Security Service pulled people away from construction equipment
On September 21, in the Teremky neighborhood of Kyiv, employees of the “Municipal Security” municipal enterprise and units of the National Police were called in to secure a construction site where a backup heating network is being installed. The Kyiv City State Administration explained that some citizens had attempted to block the work of heavy equipment and construction crews.
According to city authorities, “Municipal Security” personnel are tasked with preventing unauthorized individuals from entering the area where heavy equipment is operating and excavation work is being carried out. On September 21, some of those present were directly on the construction site and were obstructing the work, prompting security personnel to clear the area.
The Kyiv City State Administration emphasized that no trees on the site were removed either on September 21 or during the past month. According to city officials, the optimized construction plan allows for the preservation of about 160 trees. Approximately ten trees are scheduled for removal, while others are planned to be pruned.
Currently, construction workers are digging a trench and installing a fence. The backup heating network is intended to provide heat to the Teremky-1 and Teremky-2 neighborhoods in the event of an emergency or a shutdown of the thermal power plant.
The Kyiv City State Administration also stated that, as of September 21, there had been no reported instances of “Municipal Security” employees exceeding their official authority.
The city administration noted that it respects residents’ right to peacefully express their views; however, people’s presence in the construction zone may pose a danger due to large-scale equipment, open trenches, and construction materials.
As a reminder, in the Teremky neighborhood, police are clearing a path for a heating pipeline, which involves the removal of 100-year-old oak trees.
Also in Teremky, Kyiv’s municipal security forces forcibly removed protesters.
