The auction for the sale of the Gulliver shopping mall failed due to a lack of bidders

The auction for the sale of the Gulliver multifunctional complex in Kyiv, with a starting price of 9.2 billion hryvnias, did not take place on the “Prozorro.Sales” platform due to a lack of potential buyers. By the time the bidding period closed on the evening of September 30, not a single bid had been submitted.

The planned three-round English auction has been canceled. Further steps and the strategy for selling the asset will be determined by the supervisory boards of the owner banks, JSC Oschadbank and JSC Ukreximbank. Decisions will take into account current market conditions, the readiness of potential investors, and current security risks.

The Gulliver multifunctional complex, with an area of over 157,000 square meters in the center of Kyiv, is jointly owned by a consortium of state-owned banks, with 80% owned by JSC “Oschadbank” and 20% by JSC “Ukreximbank.” The financial institutions’ decision to put the property up for sale was made in late July 2026.

The Gulliver property was seized as part of a criminal investigation by the Economic Security Bureau concerning tax evasion amounting to approximately 146 million hryvnias.

Earlier, the state-owned Oschadbank and Ukreximbank decided to sell the Gulliver multifunctional complex in Kyiv through an open auction. The starting price for the property will be $207 million. 

The State Agency for Asset Tracing and Management (ARMA) held a public auction on the Prozorro platform to select a manager for the Gulliver shopping and entertainment center in Kyiv.

What is known about Gulliver

Gulliver is one of the largest mixed-use complexes in the capital. Its total area exceeds 157,000 square meters. The complex is located in the center of Kyiv, right next to three metro stations. It consists of a shopping and entertainment center and a business center.

According to the bank, more than 150,000 people pass through Gulliver every day. International and Ukrainian companies operate within the complex, and its location and transportation accessibility make it one of the most attractive properties for potential investors in the Ukrainian commercial real estate market.
