Danylo Getmantsev, chairman of the Verkhovna Rada’s Tax Committee, responded to a statement by the management of the major regional retailers “Marketopt” and “Optovychok” regarding a radical change in their business model. The company, which operates over 400 retail outlets across seven regions of Ukraine, announced that it would completely abandon its long-standing practice of artificially fragmenting its business through thousands of shell sole proprietorships to hide profits from taxation. 

The business’s radical decision followed large-scale searches conducted by detectives from the Economic Security Bureau (ESB). Danylo Getmantsev criticized retailers’ attempts to justify their use of front individuals as “loopholes in the law” rather than outright criminal activity. The lawmaker emphasized that the company had effectively publicly admitted to committing a systematic crime of tax evasion, while attempting to portray it as a “clever use of loopholes in the law.”

The MP described in detail the extent of the cynicism of the exposed scheme. According to him, the chain’s owners considered it perfectly acceptable to pretend to be a tiny business while operating hundreds of stores, buying documents from individuals, and enlisting over 3,500 fictitious entrepreneurs from among their own employees, students, and retirees to artificially keep turnover within the limits of the simplified tax system. Special supervisors kept off-the-books accounts, causing the state budget to lose millions of hryvnias in VAT and other taxes. Getmantsev emphasized that detectives from the revamped BEB quickly convinced the “inventors” of the illegality of their scheme. Now the company has officially committed to no longer issuing two receipts at the register and advises other market competitors not to do so either.

The chairman of the relevant committee concluded that if the retailer fulfills its promises to transfer all processes to a single legal entity and launch an independent internal audit, this incident will become the fifth successful case for the reformed Bureau of Economic Security in the fight against major tax evaders. At the same time, Danylo Getmantsev emphasized the fundamental importance of the full and unconditional return of all funds to the state budget, assuring that the authorities will conduct the most careful and rigorous monitoring of the process of compensating for the damages caused.

The Economic Security Bureau dismantled a large-scale illegal vape distribution network in Poltava

In Chernivtsi, detectives from the Bureau of Economic Security exposed a group of individuals who had established an illegal sale of vapes, e-liquids, and hookah tobacco without licenses or excise stamps, conducting a series of searches at ten locations across the city.

A large-scale special operation was conducted in Ukraine against the illegal market for vapes and e-cigarette liquids, during which nearly 300 searches took place in various regions of the country. Law enforcement officers seized products and equipment worth hundreds of millions of hryvnias and notified the suspects of the charges against them.
