China has authorized the import of Ukrainian flour

Ukrainian producers have been granted official access to the Chinese market for the supply of finished wheat processing products. 

This was announced by Serhiy Tkachuk, head of the State Service of Ukraine for Food Safety and Consumer Protection, on Facebook following the signing of the document with Chinese Ambassador Ma Shengkun on April 6, 2026. The protocol signed with the General Administration of Customs of China establishes clear requirements for sanitary standards and traceability at all stages of production.

Access to one of the world’s largest markets will allow Ukraine to gradually move away from a raw materials-based economic model toward the export of value-added goods. The agreement covers the entire cycle—from grain cultivation to the logistics of finished flour—creating new opportunities for the development of the domestic processing industry. Despite the logistical challenges caused by Russia’s aggression, Ukraine continues to expand the geographic reach of its agricultural exports. Currently, the agency is working to ensure that Ukrainian enterprises comply with new phytosanitary standards to begin the first shipments.

Rising costs for raw materials and energy resources have led to an increase in the price of bread and flour in Ukraine by approximately 40% over the past two years, according to the Ukrainian Flour Millers Association.

As a reminder, prices for table beets are rising in Ukraine.

Prices for sunflower oil have also risen due to shelling and reduced harvests in Ukraine.
