China to legalize ‘blacklists’ in foreign trade
The Standing Committee of the National People's Congress of China has passed a new version of the Foreign Trade Law, which will take effect on March 1, 2026. This legislation strengthens protections for national sovereignty and development interests while expanding the legal tools available to respond to trade restrictions imposed by other countries.

The revised law grants policymakers the authority to counteract trade partners limiting Chinese exports through mechanisms such as ‘blacklists’. The updates also focus on areas like digital and green trade, enhance intellectual property protections, and promote better alignment of Chinese regulations with international standards.
This move reflects China’s intention to more actively safeguard its economic interests globally and may influence the future dynamics of international trade relationships.
