The NBU has eased currency restrictions on the delivery of parcels to the EU

The National Bank of Ukraine has authorized postal operators and international carriers to make foreign currency transfers abroad to cover expenses related to the delivery of parcels to European Union countries. The decision is intended to simplify international shipments from Ukraine.

 

“Starting July 15, 2026, the National Bank will allow postal operators, express carriers, and other international transport carriers in Ukraine to transfer foreign currency abroad to pay customs duties, taxes, fees, and other mandatory payments related to the import of parcels into the EU,” the statement reads.

It is noted that the relaxation will apply to international postal and express shipments from Ukraine and other countries, for which delivery services are provided by Ukrainian carriers.

The regulator noted that these changes became necessary because, effective July 1, 2026, the Council of the European Union abolished the duty exemption for parcels valued at up to 150 euros, introducing a fixed duty for each product category.

At the same time, a similar regime for payments from Ukraine related to the import of parcels into the United States has been in effect since September 2025.

On May 25, the Verkhovna Rada rejected Bill No. 12360, which provided, among other things, for the taxation of international parcels valued at up to 150 euros. During the vote on the second reading and on the bill as a whole, only 127 members of parliament supported the bill. Parliament also failed to send the bill for a repeat second reading—222 members voted in favor, falling short of the required 226.

The European Union is changing the rules for small international shipments. Starting July 1, packages valued at up to 150 euros will no longer be subject to the de minimis exemption, which previously allowed goods to be imported without paying customs duties.
