Noor Abu Al-Houl, Assistant to the Deputy Minister of Social Security and Empowerment, clearly outlined the ministry’s position: “We do not want low-income families to simply depend on financial assistance. We want them to be economically independent. We will walk hand in hand with them until they enter the market.”
