Svyrydenko confirmed the allocation of a €2.8 billion tranche from the EU to Ukraine

The Council of the European Union has officially approved the allocation of another financial tranche to Ukraine amounting to nearly 2.8 billion euros. 

This was announced by Prime Minister Yulia Svyrydenko.

The positive decision by the bloc’s leaders became possible after the European Commission highly commended Kyiv’s successful implementation of the Reform Plan for the fourth quarter of 2025.

This payment has a unique procedural feature—for the first time, Ukraine will receive additional financial compensation (a bonus) for the early implementation of systemic reforms. Official Brussels noted that the Ukrainian side has fully addressed 11 of the 20 core requirements directly linked to the seventh tranche, while simultaneously catching up on the implementation of several outstanding obligations from the fifth and sixth stages. In addition, the Government managed to implement two important reform steps ahead of schedule, which had been planned only for the upcoming eighth and ninth tranches.

Yulia Svyrydenko expressed her sincere gratitude to the members of the Verkhovna Rada for their coordinated and constructive legislative work, as well as to European partners for their unwavering trust. The minister noted that as of the end of May 2026, 86 targeted reform steps had already been successfully completed through joint efforts, while another 65 indicators are currently in the active implementation phase.

This disbursement follows a previous macro-financial tranche of approximately 2.3 billion euros, which was transferred to the state budget in December 2025. In total, since the launch of the multi-year Ukraine Facility support program in 2024, Ukraine has already received substantial direct financial assistance from the European Union amounting to 26.8 billion euros. The fixed total budget for this macro-financial instrument for the 2024–2027 period is €50 billion, which is allocated to cover the state budget deficit, economic modernization, and the alignment of Ukrainian legislation with EU membership requirements.

The European Union and Ukraine have finalized the text of the Loan Agreement necessary for Ukraine to receive €90 billion in loan support in 2026–2027. 

The International Monetary Fund has officially begun work in Ukraine as part of the first review of the new four-year Extended Fund Facility program
