VAT on international parcels could increase the cost of postal services
The updated draft laws on the taxation of international parcels could affect not only the prices of purchases but also the postal services market.

The updated draft laws No. 15112-d and No. 12360 provide for the automatic collection of 20% VAT on purchases made on foreign marketplaces as early as the order placement stage. This applies to the B2C segment, while significant risks for C2C parcels (between individuals) are effectively not taken into account.
The key issue lies in lowering the tax-free threshold from 150 to 45 euros for personal shipments. This could significantly complicate the processing of international parcels, particularly volunteer, family, and private shipments, which account for about one-third of the total volume.
Ukrposhta and some businesses warn that the new rules will place a heavy burden on logistics: they will either require significant investments in infrastructure or lead to delays and increased costs.
The Ministry of Finance explains the reform as necessary to align with EU practices and the terms of cooperation with the IMF. According to the plan, starting in 2027, VAT may apply to all international parcels without exception.
Experts warn that this will lead to a roughly 20% increase in the cost of goods from abroad and could hurt consumers, volunteers, and small manufacturers who depend on imported components.
