The U.S. has eased export restrictions on the UAE and granted access to advanced technologies

The U.S. Bureau of Industry and Security (BIS) has decided to reclassify the United Arab Emirates from Category D:4 to Category A:5 under the Export Administration Regulations (EAR). At the same time, the UAE has been removed from categories D:3 and D:4, which imposed stricter restrictions.

 

The new rules provide for the easing of export restrictions on a wide range of U.S. goods, technologies, and software subject to the EAR.

In particular, the UAE will gain expanded access to the License Exception STA. This will allow the country’s government agencies and approved commercial companies to obtain more controlled technologies without having to apply for separate export licenses.

The process of supplying the Emirates with military goods controlled by the U.S. Department of Commerce, dual-use products, commercial satellites, and infrastructure technologies will also be simplified.

Cooperation in the field of artificial intelligence will be a separate area of focus. Approved UAE organizations will gain broader access to advanced technologies, including AI chips and server equipment, provided they fulfill agreements regarding investments in artificial intelligence infrastructure in the United States.

In addition, the decision provides for the lifting of certain restrictions that previously applied to support for unmanned aerial vehicle programs in the UAE.

The official publication of the new rules is scheduled for July 14. The changes are expected to strengthen the technological and economic partnership between the United States and the United Arab Emirates.
