The process of drafting the 2027 State Budget has begun in Ukraine

The Ministry of Finance of Ukraine has begun preparing a draft law of Ukraine “On the State Budget of Ukraine for 2027.” The ministry is currently notifying the main budget fund administrators of the spending limits and providing the necessary instructions for preparing their budget requests.

Throughout August, the Ministry of Finance will collect and review the budget requests received from budget administrators. By September 8, the draft law will be submitted to the Cabinet of Ministers of Ukraine for consideration, and no later than September 15, the document approved by the government is to be submitted to the Verkhovna Rada.

The foundation for the current budget process is the Budget Declaration for 2027–2029, approved by the government on June 17, which sets out the principles of budget policy and provides for fiscal consolidation. At the same time, the government approved the Medium-Term Plan for Priority Public Investments, on the basis of which the Ministry of Finance received the Unified Project Portfolio of Public Investments from the Ministry of Economy.
