More than 4 million Ukrainians receive payments under the "National Cashback" program

As of the end of March 2026, approximately 4.4 million citizens are receiving monthly payments under the "National Cashback" government program. 

The total amount of funds disbursed has reached 6.7 billion hryvnias, according to Deputy Minister of Economy, Environment, and Agriculture Vitaliy Kindrativ in an interview with Ukrinform

Currently, the system has 1,984 registered manufacturers and 1,194 retailers offering over 400,000 items of Ukrainian-made goods.

Ukrainians spend nearly 75% of the funds received from the state on utility bills. Other popular spending categories include the purchase of medicines, food, books, payment for postal services, and charitable donations. The program features the widest representation of companies in the food and light industries, as well as manufacturers of household chemicals, cosmetics, and pharmaceutical products.

To qualify for cashback, the product must be manufactured in Ukraine and registered by the manufacturer in the program. The seller, in turn, is required to ensure the technical transfer of transaction data. The growth in domestic consumption is taking place against the backdrop of the introduction of “fuel cashback” and the government’s efforts to stabilize the energy market following Hungary’s announcement of a halt to gas transit.

As a reminder, a new fuel purchase compensation program was introduced in Ukraine on March 20. Ukrainians will be able to receive partial cashback for refueling at gas stations that join the initiative.

Additionally, the national cashback rate has been increased to 15%.
