Budanov outlined the rules needed for Ukrainian businesses
Kirill Budanov, Head of the President’s Office, called for granting entrepreneurs maximum freedom and creating stable conditions for business operations under martial law.
During the Business Wisdom Summit 2026, he emphasized that a strong economy is the foundation for successfully resisting the aggressor.
The head of the Presidential Office noted that modern warfare is, above all, a contest between the resources and financial systems of both countries.
According to him, without a stable economic foundation, even the most advanced weapons and professional military personnel cannot guarantee ultimate victory.
“Any serious war is not just a contest of people and weapons; it is a contest of economies. If there is no economy or if it is weak, the chances of success are almost nonexistent,” stated Kirill Budanov, emphasizing the importance of financial support.
The official acknowledged that the state has the right to adjust tax policy to fill the budget, but this should not turn into pressure.
He is convinced that government authorities must adhere to the principle of non-interference in the internal processes of private companies.
“If the state cannot help business, it should at least not interfere. Business should be virtually untouchable,” he emphasized.
