The building of the Institute of Land Management in Lviv was purchased by a former prosecutor from Ternopil
The State Property Fund sold the property complex of the state-owned enterprise “Lviv Scientific Research and Design Institute of Land Management” for 43.57 million hryvnias. The winner of the auction was the private enterprise “Davyd,” owned by Norayr Avetisyan, a former employee of the Ternopil Regional Prosecutor’s Office.
The starting price for the property was 16.5 million UAH, but during the bidding, the price nearly tripled. Two other bidders offered over 21 million UAH, while “Davyd” submitted its final bid before the auction even began.
The acquired property complex includes premises in an administrative building on Vyacheslav Chornovil Avenue in Lviv, part of a building on Uman Street, as well as real estate in Drohobych. At the same time, the new owner did not acquire the entire complex of buildings, but only shares in individual properties.
Along with the property, the buyer also assumes the company’s obligations. As of the end of March 2026, the institute’s accounts payable amounted to nearly 8 million UAH, and part of the property is subject to a tax lien.

According to registry data, PP “Davyd” has been operating in the construction sector since 1998. Its owner, Norayr Avetisyan, worked in the Ternopil Regional Prosecutor’s Office until 2020, after which he went into business in the construction, real estate, and auto service sectors.

The Cabinet of Ministers has amended the rules for small-scale privatization, making open online auctions mandatory for the sale of leased state or municipal property that has undergone renovation or modernization. From now on, the non-competitive purchase of such properties at a significantly lower price is completely abolished, and the price will be determined solely by the market.
