The State Bureau of Investigation has exposed officials at the Haisyn Territorial Election Commission for manipulating voter registries
Officials from the State Bureau of Investigations (SBI) have formally charged two officials from the Haisyn District Territorial Center for Recruitment and Social Support (RTCRS). The suspects are accused of systematically entering false and fictitious information into the “Oberig” Unified State Register of Conscripts, Military Service Obligees, and Reservists.
Investigators established that the perpetrators, using their legitimate personal access to the electronic system, altered data in citizens’ digital records without any official documentary basis.
In particular, they unjustifiably re-registered some men, who were only formally considered conscripted into the army, as persons subject to military service. Other citizens, on the contrary, were registered in the database as active-duty military personnel currently serving. Meanwhile, these Ukrainians continued to lead their normal civilian lives and were completely unaware of the covert manipulation of their profiles. In addition, a case of unauthorized deletion from the registry of information regarding violations of military registration rules—known as being on the “TCK wanted list”—has been documented.
According to the Bureau, the suspects had been engaged in the illegal editing of the electronic database since at least April 2025. Law enforcement officials are currently examining in detail all other changes that the suspects managed to make during this time, as well as investigating the possibility that they received illegal financial gains from these manipulations. At the same time, the possible involvement of other employees and management of the TCC and the Vinnytsia Regional Branch in the corruption scheme is being investigated.
Based on the evidence gathered, one of the employees is charged with unauthorized alteration of information in automated systems (Part 1 of Article 362 of the Criminal Code of Ukraine), while the actions of the second are classified under the same article but as a repeat offense (Part 3 of Article 362 of the Criminal Code of Ukraine). Procedural oversight in this criminal proceeding is provided by the Vinnytsia Specialized Prosecutor’s Office for the Southern Region in the field of defense.
