The National Association of Lobbyists is calling for a requirement that activists report their meetings with government officials

The National Association of Lobbyists of Ukraine is calling for strict oversight of public sector representatives who attempt to influence government decisions. 

This was stated by the association’s chairman, Oleksiy Shevchuk, during a public discussion on advocacy sector reform. 

According to him, a separate group of “agents of influence” has formed in the country, exerting pressure on government authorities without any registration.

Currently, Ukraine has a lobbying law in effect that requires professional lobbyists to document their every move in a transparency registry. At the same time, representatives of civil society organizations engaged in advocacy remain outside this framework. 

Oleksiy Shevchuk emphasized the need to level the playing field for all participants in the socio-political process.

“As a lobbyist, I have to submit a bill to the Minister of Internal Affairs, report my meeting, declare my meeting, and request to be present at all future meetings... No activist today has been required to declare their income, report on meetings, or participate in the drafting of regulations,” stated the association’s chairman.

Experts are convinced that making reports on activists’ meetings with officials public will prevent backroom deals and behind-the-scenes pressure. 

The introduction of a separate registry for individuals engaged in advocacy should become a new tool for national security. This will allow for a clear distinction between commercial lobbying and civic activities within the legal framework.
