Defense lands worth more than 4 billion hryvnias were returned to the state

The Prosecutor’s Office secured the return to state ownership of more than 2,100 hectares of defense land in the Zhytomyr region, valued at over 4.2 billion hryvnias. Previously, these plots had been transferred to a civic organization for 25 years for the purpose of managing hunting grounds.

During an investigation, law enforcement officials determined that these territories have the status of defense lands and therefore could not be used as hunting grounds.

To reclaim the land, the Zhytomyr Specialized Prosecutor’s Office for Defense Matters filed a lawsuit on behalf of the Ministry of Defense of Ukraine. The Kyiv Commercial Court granted the claim in full. The defendant appealed the decision, but the Northern Commercial Court of Appeals upheld it.

In June 2026, prosecutors ensured the actual enforcement of the court’s decision. The Zhytomyr Regional Council’s decision to transfer the land was revoked, and the agreement on hunting management was declared invalid. The plot, covering more than 2,100 hectares, was returned to the state, represented by a military unit.

In court, prosecutors proved that the use of defense lands for hunting operations violates the requirements of land legislation.

In total this year, specialized defense prosecutors’ offices have filed 338 lawsuits totaling 13.1 billion hryvnias; 168 lawsuits totaling 36.2 billion hryvnias have been granted; court decisions totaling 38.5 billion hryvnias have been effectively enforced, of which 347.7 million hryvnias were remitted to the budget.
