The State Statistics Service fined those who violated reporting requirements nearly 39,000 hryvnias

Between 2020 and 2025, the State Statistics Service issued 228 rulings for violations of statistical reporting rules. The total amount of fines imposed was 38,862 UAH, with an average fine of about 170 UAH.

The majority of rulings were concentrated in just five regions—together, they accounted for 71% of all fines. At the same time, no rulings were issued in ten regions over the six-year period.

These penalties were imposed for failure to submit statistical reports, missing submission deadlines, or errors in the reports. The distribution of fines across regions was extremely uneven.

The highest number of rulings over the six-year period was issued in Luhansk Oblast—47. This represents 21% of the total number of fines imposed by the State Statistics Service during this period.

Sumy Oblast ranked second, with 34 rulings issued. There were 29 in Mykolaiv Oblast, 27 in Kyiv, and 25 in Poltava Oblast. In total, these five regions accounted for 71% of all rulings issued between 2020 and 2025.

At the same time, no rulings were issued in ten regions of Ukraine over the six-year period. The list includes Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Kyiv, Lviv, Odesa, Rivne, Kharkiv, and Cherkasy regions.

The largest share of all fines was imposed in 2021—that year, the State Statistics Service issued 60% of the rulings for the entire six-year period.

In contrast, no rulings were issued in 2023 or 2024. After the start of the full-scale war, businesses were allowed to submit statistical and financial reports after the end of martial law without incurring fines.

This exemption was later revoked, and the requirement to submit all missed reports for 2022–2025 was reinstated. This had to be done by October 5, 2025.

In 2025, the State Statistics Service has already issued 30 resolutions. All of them were issued in just five regions: eight rulings each in Vinnytsia, Zakarpattia, and Ivano-Frankivsk regions; five in Mykolaiv region; and one in Luhansk region.

In total, for the period 2020–2025, the State Statistics Service imposed fines totaling 38,862 UAH. At the same time, the actual amount collected was higher—41,820 UAH. This is because fines imposed earlier were also paid during this period.

Specifically, in Cherkasy Oblast, no new fines were issued over the six-year period; however, in 2025, a fine of 170 UAH was collected that had been imposed back in 2005.

Administrative liability applies for failure to submit statistical reports, missing deadlines, submitting incomplete or inaccurate data, improper maintenance of primary records, and the dissemination of statistical information in the media without citing the source.

The fine for citizens ranges from 51 to 85 UAH, and for officials and individual entrepreneurs—from 170 to 255 UAH. For repeat violations within a year, the fine may be higher.

The State Statistics Service has calculated how much the average salary in Ukraine has increased.

Starting September 1, teachers in Ukraine are guaranteed a 20% salary increase.
