A lawmaker contacted law enforcement regarding Klitschko's house
In the village of Lyutizh in the Kyiv region, law enforcement officials are investigating a possible case of unauthorized land occupation near the Kyiv Reservoir. Member of Parliament Olga Vasilevska-Smaglyuk stated that the area in question is near the home of Kyiv Mayor Vitali Klitschko and reported the matter to law enforcement. Following an investigation, the information was entered into the Unified Register of Pre-trial Investigations.
People’s Deputy Olga Vasilevska-Smaglyuk reported possible violations of land legislation in the village of Lyutizh, Vyshhorod District, Kyiv Oblast. According to her, the case concerns an area near the home of Kyiv Mayor Vitali Klitschko on the shore of the Kyiv Reservoir. Following the MP’s complaint, law enforcement authorities opened a criminal case. It was registered under Part 2 of Article 197-1 of the Criminal Code of Ukraine—unauthorized occupation of a land plot and unauthorized construction.
Vasilevska-Smaglyuk explained that she had already contacted law enforcement regarding this issue back in 2019. At that time, she said, the prosecutor’s office found no violations. This time, the situation involving the area near the reservoir prompted her to file a new complaint. The lawmaker reported that activists had visited the property. They observed a fenced-off section of the shoreline with access to the water. According to her, there is also trash and warning signs about the danger of landmines behind the fence.
Vasilevska-Smaglyuk noted that this plot of land is located within her electoral district. That is why she decided to contact law enforcement again and ask them to investigate the situation. Separate questions arose regarding the fence itself. The response from the Kyiv Regional Prosecutor’s Office, to which the deputy refers, details the results of an inspection of the area by specialists from the State Environmental Inspection.
According to the inspection, part of the fence is located within the coastal protection zone. It also notes that the fence may obstruct people’s free access to the water. This issue is particularly significant from the perspective of land legislation. The Land Code of Ukraine establishes restrictions on the use of coastal protection zones. In particular, fences and other structures may not be erected there if they obstruct citizens’ access to the shoreline, except in cases provided for by law.
The MP drew particular attention to a sign warning of mine danger installed on one of the fences. According to her, she received information that mine action operators had not installed such a sign. Furthermore, according to the MP’s information, no humanitarian demining had been carried out in this area. “Therefore, it needs to be investigated who placed this sign, on what grounds, and whether this area is safe,” stated Vasylevska-Smaglyuk.

Following an investigation into the claims made in the MP’s inquiry, the information was entered into the Unified Register of Pre-trial Investigations on September 30. Law enforcement officials are tasked with establishing the circumstances of the possible unauthorized occupation of the land plot and verifying the legality of the territory’s use. It is important to note that at this stage, the focus is specifically on investigating a possible violation. The opening of criminal proceedings does not in itself mean that a violation has already been proven or that Vitali Klitschko has been notified of any suspicion.
The lawmaker also stated that she plans to contact the State Emergency Service of Ukraine. She wants emergency responders to separately verify whether the warning sign about the danger of landmines was installed legally and whether this area truly poses a danger to people. Thus, law enforcement officials must investigate several issues at once: the use of land near the Kyiv Reservoir, the location of the fence within the coastal protection zone, public access to the water, and the origin of the mine hazard sign.
