12,000 convicts have already joined the ranks of the Armed Forces of Ukraine

Ukrainian courts have granted approximately 12,000 requests from convicted prisoners for conditional early release to participate in the defense of the state. 

According to a report by the Office of the Prosecutor General, as of early 2026, prosecutors were actively involved in reviewing relevant requests from correctional facilities. All released individuals have already been sent to military units to directly participate in repelling the Russian Federation’s armed aggression.

The process of recruiting individuals who were serving sentences into the ranks of the Armed Forces of Ukraine is carried out in compliance with strict legal standards and an individual approach to each candidate. Courts assess the readiness of convicts for military service and their motivation to defend Ukraine’s sovereignty. This step strengthens the country’s defense capabilities with experienced personnel and offers citizens a chance at rehabilitation through military service.

Increasing the number of convicts in the military is part of a broader strategy to mobilize resources amid a protracted conflict. While Russia continues to suffer losses and faces internal economic difficulties, Ukraine is improving its mechanisms for staffing military units. The OGP emphasizes the importance of transparency in this process and coordination between the judicial system, the prosecutor’s office, and military command for the effective integration of new fighters into the structure of the Armed Forces.

It was previously reported that over 9,400 convicts in Ukraine took advantage of the opportunity to be released early from prison to serve in the Armed Forces. 

Additionally, up to 30% of all convicts in Ukraine could theoretically join the ranks of the Armed Forces of Ukraine.
