An official in Lviv Oblast is to stand trial following the death of a two-year-old child
Prosecutors from the Yavoriv District Prosecutor’s Office have filed an indictment against a specialist with the Child Welfare Service of one of the city councils in Lviv Oblast. She is accused of professional negligence, which, according to the investigation, led to the death of a two-year-old boy.
According to the investigation, in early February, the child was taken to the hospital in critical condition, where he died approximately one hour later. The cause of death was a viral infection compounded by severe exhaustion, dehydration, and acute alcohol intoxication. It is noted that the child’s blood alcohol level significantly exceeded the permissible limits for adults.
The family, with five young children, had been registered as being in difficult life circumstances since September 2023. Law enforcement officials documented inadequate living conditions, unsanitary conditions, lack of heating, domestic violence, and parental alcohol abuse.
The investigation found that the official responsible for monitoring the children’s living conditions had failed to provide adequate supervision. In 2024, only four inspection reports were filed without dates, and inspections effectively ceased in the third quarter. Additionally, the children’s case files lacked information regarding their health status and medical examinations.
Despite the obvious risks to the children’s lives and health, no measures were taken to protect them, including removing them from the dangerous environment.
Separately, the court is hearing a criminal case against the parents of the deceased boy under the charge of willful failure to fulfill child care obligations.
In accordance with the Constitution of Ukraine, a person is presumed innocent until proven guilty in court.
