The government has updated the rules governing temporary residence for internally displaced persons
The Cabinet of Ministers of Ukraine has approved amendments to the Procedure for the Operation of Temporary Accommodation Facilities for Internally Displaced Persons, introducing mandatory inspections of facilities using updated checklists before they are included in the official list of shelters.
The newly adopted regulations are aimed at strengthening the protection of IDPs’ rights, increasing transparency in the conclusion and termination of housing use agreements, and improving living conditions for people.
Under the updated rules, the government has extended the temporary residence period for displaced persons who have lost their identity documents, covering the time required to issue new ones. From now on, local authorities are required to inform residents in writing in advance of any decisions regarding their possible relocation to other housing facilities. The adopted changes also include employment support measures for able-bodied IDPs, and Minister of Social Policy Denys Ulyutin emphasized that new monitoring tools will help ensure that temporary housing meets all established safety and comfort standards.

Ukraine lacks sufficient state budget funds and international aid to quickly provide housing for all citizens who have lost their homes due to the war. In this regard, the Verkhovna Rada is proposing to allocate additional funding from local budgets to expand the “e-Recovery” program and accelerate payments to those affected.
In the Kyiv region, an official was detained for extorting half of the compensation under the “e-Recovery” program.
