The number of teenagers recruited by Russia for sabotage operations is on the rise in Ukraine
Since the beginning of the year, law enforcement agencies have solved dozens of crimes related to the planning and execution of terrorist attacks on Ukrainian territory. The National Police note that a significant proportion of those detained in connection with these cases are minors. According to law enforcement, Russian intelligence agencies are increasingly recruiting Ukrainian citizens for sabotage and terrorist acts, using them as tools in a hybrid war. Of particular concern is the fact that approximately a quarter of the exposed perpetrators are minors.
According to Andriy Nebitov, Deputy Head of the National Police, 22 terrorist attacks have already been carried out, 18 of which have been solved. Twenty-four people have been detained on suspicion of involvement, including six minors aged 16–17.
"We are observing a certain increase in the number of terrorist acts and sabotage operations on the territory of Ukraine. The vast majority of these crimes are carried out on order and under the strict control of enemy special services. These are elements of Russia’s hybrid war," Nebitov emphasized.
He noted that representatives of law enforcement agencies are most often the primary targets of the perpetrators. Specifically, in five cases, the targets of the attacks were police officers, and in another six, military personnel.
"In six other cases, the targets were not even clearly identified by the organizers, as police officers and SBU personnel intervened earlier—during the planning stage," added the deputy head of the National Police.
According to him, the most common method used in such attacks is the use of homemade explosive devices. In 18 cases, these involved their preparation or use. In four other incidents, ammunition was involved.
