Road Construction Corruption in Poltava Oblast: NABU Reports New Suspicions
Anti-corruption authorities have expanded the list of suspects in a case involving a corruption scheme related to road repairs and maintenance in the Poltava region.
According to the investigation, those involved in the scheme may have demanded illegal kickbacks from contractors for roadwork. The total amount of “kickbacks” mentioned in the case amounts to nearly 30 million hryvnias.
Those implicated include a former deputy chair of the Poltava Regional Council, a member and official of the Poltava City Council, and two representatives of contracting companies.
“According to the investigation, officials from the Housing and Utilities Department of the Poltava City Council, in collusion with the former deputy chairman of the regional council and two city council members, established a system for systematically demanding and receiving illegal benefits from contractors.
The officials demanded kickbacks from the companies amounting to 10% of the contract value for the maintenance and routine repair of local roads. The total amount of illicit benefits received exceeds 29.9 million hryvnias,” the statement reads.
In June 2026, a deputy and an official of the Poltava City Council, as well as two representatives of contracting companies, were notified of their status as suspects.
The number of suspects in the case now stands at 9.
The investigation is currently ongoing, and authorities are identifying other individuals who may be involved in the crime.

The Cabinet of Ministers has allocated funding for urgent road repairs, but not for all roads.
Approximately 50 billion hryvnias are needed for the restoration and routine maintenance of roads in Ukraine.
Routine repairs to the road surface on public roads have begun in Ukraine.
Over the next six months, Ukraine plans to bring major roads up to standard. Priority pothole repair work requires more than 14 billion hryvnias.
