Former Kharkiv Regional Police Chief Sentenced to 8 Years in Prison
The Kozelshchyna District Court of Poltava Oblast found Andriy Likhachov, the former head of the Pechenizhsky Police Department in Kharkiv Oblast, guilty of abuse of office and aiding the illegal use of defense lands.
The court found that in the fall of 2019, Likhachov helped a businessman harvest corn unimpeded on more than 31 hectares of land within the Chuhuiv military training ground. After law enforcement officers seized the agricultural equipment, he ordered that security be withdrawn from the site, providing false information about the court’s alleged refusal to seize the property.
As a result of these actions, the businessman was able to continue his illegal activities, and the state, represented by the Ministry of Defense, suffered losses of over 1.34 million hryvnias.
The court sentenced Likhachov to eight years in prison, barred him from holding positions in law enforcement agencies for three years, and stripped him of his special rank of police colonel. The defendant did not admit guilt and claimed that he had acted within the scope of his authority.
