The European Commission has submitted a list of 11 laws to the Verkhovna Rada as a condition for receiving €4 billion
The European Commission has proposed an alternative route for Ukraine to secure funding amid Hungary’s blocking of the main aid package.
In a letter from European Commissioner Marta Kos to Verkhovna Rada Speaker Ruslan Stefanchuk, a list of 11 laws is outlined, the adoption of which would allow Ukraine to secure up to €4 billion.
These reforms are part of the Ukraine Plan and simultaneously advance Ukraine’s path toward EU membership. If adopted, the funding will not require the unanimous support of all EU countries, so Hungary will not be able to block it.
All of the draft laws address Ukraine’s overdue commitments from last year, which have already been reviewed by the European Commission and are ready for adoption.

Among the key ones are laws on the enforcement and digitization of court decisions, declarations of integrity for judges, amendments to civil service legislation, as well as reforms in the energy and railway sectors.
The European Commission emphasizes that the vote on this package will serve as a test for Ukraine and a signal to EU member states regarding Kyiv’s readiness to continue reforms.
The Verkhovna Rada is expected to consider these bills at its upcoming plenary sessions in April.
