Funding for energy security has been postponed until December due to a lack of funds
Due to problems with the receipt of international funding, the Ministry of Finance of Ukraine has postponed until December a portion of the capital expenditures originally scheduled for September through November. This includes funds for protecting energy infrastructure, preparing for winter, implementing “resilience plans,” as well as building shelters, renovating hospitals, and constructing social housing. From September through the end of the year alone, 39 billion hryvnia were postponed.
At the same time, the government continues to fully fund social benefits and salaries for public sector employees. Delays in international aid arose due to Ukraine’s slow implementation of the necessary requirements, particularly the belated adoption of a bill to abolish the duty-free import of parcels, which caused the EU tranche to be postponed until the end of October. In total, of the $50.8 billion in international financing planned for 2026, approximately $21 billion had been received as of mid-September.
Roksolana Pidlasa, Chair of the Verkhovna Rada Committee on Budgetary Affairs, noted: “When we talk about capital expenditures, we understand that postponing them until December means they won’t be funded at all this year, because it will simply be impossible to do so.”
