Starting in 2027, sole proprietors and businesses in Ukraine will transition to the new KVED codes

Starting January 1, 2027, Ukraine will begin transitioning to the new version of the Classification of Economic Activities—NACE 2.1-UA. Individual entrepreneurs and legal entities will have to independently submit an application to change their KVED codes after the relevant service is launched.

The new classification was approved by Order No. 191 of the State Statistics Service dated October 28, 2025, and will gradually replace the current DK 009:2010 classification.

There is no provision for an automatic transition to the new KVED codes. Once the service is available, entrepreneurs and companies will need to submit an application on their own through the state registrar or the “Diya” portal.

The preparatory phase will last until the end of 2026. The transition to the new classification system will begin on January 1, 2027, and starting in 2028, only the new KVED codes will be used in Ukraine.

The Notary Chamber notes that NACE 2.1-UA is part of the system of official statistical classifications. Its implementation is provided for in the Program for the Development of Official Statistics through 2028 and is one of Ukraine’s obligations under the Association Agreement with the European Union.

The new classification implements the European standard NACE Rev. 2.1, which has been mandatory for EU countries since January 1, 2025, and is also applied by countries seeking EU membership.

This was noted by the Notary Chamber of Ukraine, according to the Judicial and Legal Gazette.

Ukraine plans to introduce phased limits on money transfers for high-risk sole proprietorships.

In 2026, the number of new sole proprietorships exceeded the number of closures by nearly 40,000.
