Law enforcement officials have charged the former head of a branch of the state-owned enterprise "Ukrvetsanzavod" with causing significant financial losses to the state through his actions related to waste disposal.
The official intentionally entered into contracts with private companies that he knew were disadvantageous, causing the state budget to lose over one million hryvnias.
The investigative actions and the investigation of the scheme were conducted under the procedural guidance of the Specialized Environmental Prosecutor’s Office. Law enforcement officials established that the official’s illegal activities continued for an entire year.
The suspect used his official position to grant preferential treatment to certain business representatives, completely ignoring the approved state tariffs.
“From January 2023 to January 2024, the official entered into contracts for the disposal of animal by-products on terms that were extremely disadvantageous for the state-owned enterprise,” the agency noted.
The corruption scheme was based on artificially underpricing the branch’s services by a factor of hundreds compared to the institution’s official price list.
In addition, the manager signed important financial and legal documents unilaterally, violating the established procedure for approval by the enterprise’s senior management.
“In particular, services were actually provided to certain private companies for one hryvnia per ton, while the established minimum cost was no less than 900 hryvnias per ton. Some of the contracts were concluded without approval from the enterprise’s management body,” law enforcement officials reported.
According to expert findings, such actions resulted in losses to state interests amounting to over one million hryvnias. This sum could have been used to modernize the environmental enterprise’s facilities and pay salaries to the branch’s employees.
