Ukrainian law enforcement authorities have formally charged, in absentia, a Russian official accused of financing Russian military units participating in the war against Ukraine. The charges involve the use of administrative resources and the organization of material support for the aggressor country’s army.

According to the investigation, he not only supplied military units with equipment and gear but also initiated public fundraising campaigns to support the Russian forces.

 

Ukrainian law enforcement officials have formally charged, in absentia, the chairman of the Lipetsk Regional Council of Deputies of the Russian Federation, who is suspected of financing Russian armed forces participating in the war against Ukraine. This was reported by the Ivano-Frankivsk Regional Prosecutor’s Office.

“The Ivano-Frankivsk Regional Prosecutor’s Office has served a notice of suspicion in absentia to the chairman of the Lipetsk Regional Council of Deputies of the Russian Federation. The official of a local government body in the aggressor country is charged with financing actions committed by a group of individuals acting in concert with the aim of altering the borders of Ukraine in violation of the procedure established by the Constitution of Ukraine (Part 3 of Article 110-2 of the Criminal Code of Ukraine),” the prosecutor’s office said in a statement.

According to the investigation, the 31-year-old official used his administrative influence to organize the procurement and transfer of material resources to Russian military units participating in the armed aggression against Ukraine. This includes vehicles, equipment, ammunition, protective gear, and other materials necessary for combat operations.

 

“It has been established that in December 2023, the official personally visited one of the military units stationed in the temporarily occupied territory of Ukraine. The suspect delivered construction materials, sights, repeaters, batteries, diesel heaters, a vehicle, and an unmanned aerial vehicle, as well as New Year’s gifts and food supplies,” the prosecutor’s office stated.

The investigation also established that he initiated and approved the “30 Million for Victory” program, which involved raising funds to support Russian military units. As part of these activities, the official publicly reported to the residents of the Lipetsk region, using propaganda media to disseminate relevant materials. The Ivano-Frankivsk Regional Prosecutor’s Office reported this on Facebook.

Due to the full-scale war, millions of Ukrainians were forced to leave the country, and their number abroad now exceeds 5.7 million people. This forced displacement has radically changed people’s lives and divided their experiences into “before” and “after.”
