Kovalyov called for changes to the rules governing the assignment of SAP employees

Andriy Kovalyov, an officer in the Armed Forces of Ukraine and a candidate of political sciences, stated that the ability to reserve all employees of the Specialized Anti-Corruption Prosecutor’s Office is an example of an imbalance in the current mobilization system.

According to him, under government regulations, the SAPO can exempt 100% of its staff, while the police, the State Emergency Service, and critical infrastructure enterprises are only allowed to exempt a portion of their employees.

“The State Emergency Service and the police can exempt only 50% of their staff, and critical infrastructure enterprises can also exempt only a portion of their employees, while the Specialized Anti-Corruption Prosecutor’s Office has the right to exempt 100%. This is nonsense,” Kovalyov said.

Kovalyov emphasized that he does not question the importance of the anti-corruption prosecutor’s office’s work, but believes that the same clear criteria for reserving staff should apply to all government agencies.

He noted that a system in which prosecutors have full exemption while rescue workers and police officers do not is unlikely to be perceived by the public as fair.

The officer called on the future government to review Cabinet of Ministers Resolution No. 76 and set priorities for vehicle allocation in accordance with the state’s needs during wartime.
