Hromadske reported police misconduct during the arrest of journalist Shulgat
The Hromadske editorial team reported that it had conducted its own investigation into the circumstances surrounding the detention of investigative journalist Yevhen Shulhat and uncovered possible violations by law enforcement officers. According to the editorial team, the police officers used false names, and their body cameras were turned off during the arrest.
Hromadske stated that such actions may indicate a failure to follow established procedures during the arrest.
According to the publication’s lawyer, Illia Podvorny, the military registration documents Shulhat submitted via the Reserve+ app in May 2026 and again after his arrest did not contain any violations. Furthermore, no reports of administrative offenses were filed against the journalist, no decisions to hold him accountable were issued, and no fines were imposed.
“In the absence of an obligation to undergo a medical examination on his own initiative, a summons from the Territorial Military Commissariat or the Military Registration and Enlistment Office, a ‘limited fitness’ status, or anyrecorded violations of registration requirements, the grounds for detention cited by the police are legally untenable, and the coercive measure applied to Yevgeny Shulgat is unlawful,” said Ilya Podvorny.
Shulgat himself reported that he showed the law enforcement officers his documents and agreed to a superficial inspection.
Initially, in a statement to the media, the police confirmed that they had checked the journalist and determined that he had not passed the medical examination, after which he was taken to the TCC. Later, the Kyiv police stated that they had stopped the car to check his documents, and the journalist “refused to provide them.”
In response to a request from hromadske, law enforcement officials reported that during the check, they used an information system to determine that Shulhat did not have military registration documents, after which they asked him to drive to the Holosiivskyi District Military Registration and Enlistment Office and the Special Police Unit to clarify the circumstances.
