What types of work experience may not be counted toward pension eligibility: details
Since January 1, 2004, Ukraine has been using insurance coverage to calculate pensions, rather than total work experience, as was previously the case. This applies only to periods of employment for which insurance contributions were officially paid. Therefore, when calculating a pension, the Pension Fund may exclude certain periods of employment if they are not documented or if contributions were not paid on behalf of the employee.
This is reported by the PFU.
What you need to know about counting insurance periods:
- periods of employment prior to 2004 are automatically counted toward insurance coverage;
- and after the start of 2004, insurance service is counted only if the Unified Social Tax (UST) was paid (and these contributions must not be less than the minimum).
"All data on contributions paid since 2004 have been entered into the State Register of Compulsory State Social Insurance. Therefore, for periods of employment starting January 1, 2004, an employment record book is not required to confirm service, as all information about the employee is in the Register," the Pension Fund reports.
In addition to employment, other periods may also be counted toward the insurance record. Specifically:
- parental leave until the child reaches the age of three;
- full-time study is counted only if the person paid insurance contributions during that time (prior to 2004, study was counted toward seniority without this condition), the PFU notes.
What periods are not counted?
In fact, periods prior to 2004 are not counted toward the record unless there is a corresponding entry in the employment record book. Or in the absence of other supporting documents.
Also, work under civil law contracts prior to 2016 is not taken into account if contributions were not paid during that time;
What important details regarding the calculation of work experience should you know?
Seniority is calculated in months. If a person did not work the entire specified period, there is an important detail. A full month will be counted if the contribution paid is at least the minimum amount.
If the contribution is less than the minimum, a full month of service may still be credited. However, this is only possible if the individual makes an additional payment. The Pension Fund of Ukraine calculates this amount after the citizen submits a request.
The Pension Fund transferredpayments to working Ukrainians in April.
As a reminder, in 2026, changes were made to the pension system that affected the amount of certain payments.
The law “On the State Budget for 2026” officially came into force in Ukraine, under which the minimum wage increased from 8,000 to 8,647 hryvnias per month.
In 2026, more than half of Ukrainian employers plan to raise salaries by 10–20%. Businesses are also maintaining their workforce, continuing to hire people, and actively employing veterans and internally displaced persons.
In Ukraine, the highest salaries among civil servants are earned by employees of collegial government bodies, where the staff is smaller but the number of managers is larger.
