The Cabinet of Ministers has updated the rules for business operations during air raid alerts
On September 4, the Cabinet of Ministers issued a resolution on a new classification of air raid alerts and changes to the rules governing business operations. In the event of a drone threat, businesses will be temporarily allowed to operate without a designated shelter, and citizens themselves will decide whether to visit such establishments.
What is the difference between the threat levels:
- Red Level: Declared in the event of a missile, missile-drone, or massive drone threat.
- Yellow Level: Declared in the event of a drone threat.
How businesses and educational institutions will operate:
- At the yellow level, businesses may operate provided they have temporary or permanent shelters for staff and visitors.
- If no shelter is available, businesses may operate with the consent of their workforce for up to three months from the date the resolution takes effect, while visitors may remain on the premises at their own discretion.
- Classes at educational institutions are suspended during a yellow alert level if they do not have properly equipped shelters.
Recommendations for Regions and Transportation:
The Dnipropetrovsk and Kharkiv regional state administrations and the Kyiv city state administration are recommended to ensure full operation of the metro during a yellow alert (including ground-level sections leading to underground stations) and limited operation during a red alert, as well as to increase the number of surface transportation options as needed.
Military command and local administrations are recommended to implement a curfew from 1:00 a.m. to 5:00 a.m. within one week, taking into account the security situation.
The Ministry of Digital Transformation, together with other agencies, must ensure the modernization of the Unified State Web Portal for Electronic Services for threat notifications by December 1, 2026.
Existing mobile apps for alerting the public about air threats must receive relevant data from the systems of the Ministry of Defense and the Armed Forces of Ukraine within one day.
The Ministry of Defense, together with the General Staff, must determine the maximum blast overpressure threshold for the yellow alert level within ten days, while the ministries must prepare the necessary recommendations and draft regulations regarding mass gatherings, railway operations, and legislative changes.
As a reminder, the intensity of Russian attacks on Kherson has increased 2.5-fold since the beginning of the year. At the same time, only about 20% of the city’s pre-war population remains there—approximately 60,000 people out of 300,000.
Over the past week, Russian troops have struck border crossing points in southern Ukraine four times. On the border with Moldova, the “Vynogradivka–Vulcanesti” border crossing was damaged, while the “Tabaky–Mirne” checkpoint was completely destroyed; the “Orlivka–Isaccha” checkpoint on the border with Romania was also hit.
As of the morning of September 4, power outages were reported in four regions of Ukraine as a result of new Russian shelling. Utility workers continue to work on restoring power and addressing the consequences of the enemy attacks.
