The Cabinet of Ministers has passed three key laws without the "major tax bill"

The Cabinet of Ministers of Ukraine has approved three important bills concerning the extension of the military levy, the taxation of international parcels, and income generated through digital platforms. 

This was announced by Finance Minister Serhiy Marchenko on his Facebook page.

“Today, the Cabinet of Ministers approved three bills drafted by the Ministry of Finance,” Marchenko noted.

According to him, the laws provide for:

  1. Regulation of taxation of income generated through digital platforms and the introduction of international information exchange (DAC7). The tax rate for individuals will be 5% instead of the current 18%, and the platform itself will act as the tax agent. Retail sales of personal items up to 2,000 euros per year will not be taxed. The new rules will take effect on January 1, 2027.
  2. Taxation of international parcels, starting from 0 euros. VAT will be automatically charged during purchases on e-commerce platforms. The tax does not apply to non-commercial shipments valued at up to 45 euros.
  3. Extension of the military levy following the end of martial law. The law is motivated by the high needs of the security and defense sector, as well as the necessity to finance the country’s post-war reconstruction. According to government estimates, the reconstruction need amounts to approximately $588 billion.

Marchenko emphasized that the laws were drafted in close collaboration with businesses, associations, and experts, and that numerous constructive suggestions were taken into account. 

These changes also align with Ukraine’s commitments under its European integration course and are aimed at de-shadowing the economy and ensuring transparent and predictable rules for businesses and citizens.

The day before, the Verkhovna Rada did not support Bill No. 14298 on amendments to the law on the National Security and Defense Council after three indicative votes.

As a reminder, on March 24, the Verkhovna Rada of Ukraine did not hold its scheduled plenary session, despite the presence of a number of important bills on the agenda.

The Verkhovna Rada of Ukraine summoned National Bank Chairman Andriy Pyshnyy to a session due to the situation involving the disclosure of a Monobank client’s personal data. The initiative was supported by 153 deputies.
