The Cabinet of Ministers has approved a strategy to combat fraud through 2028
On July 15, the Ukrainian government approved the National Strategy to Combat Fraud and Other Violations, aimed at protecting the financial interests of the state and the European Union.
The document covers the period through 2028 and provides for the implementation of joint Ukrainian and European approaches to financial control, monitoring, and the prevention of abuse.
The adoption of this document is part of fulfilling the mandatory conditions for Ukraine’s accession to the EU and ensuring the transparent distribution of international aid.
The document establishes rules for government agencies to prevent and investigate violations in the following areas:
fraud and corruption;
conflict of interest;
double funding of projects;
any other activities that cause financial losses to the budgets of Ukraine and the EU.
Implementation of the action plan for 2026–2028 calls for the creation of a monitoring system in line with European standards. The main outcomes of implementation are expected to be:
the development of infrastructure for the rapid detection of financial schemes;
open public access to reports on the fight against abuse;
the creation of security measures and legal support for whistleblowers.
The updated mechanisms are designed to ensure that funds allocated for Ukraine’s development and post-war recovery are used for their intended purposes.

The Verkhovna Rada of Ukraine passed Bill No. 15294 in its first reading, which strengthens criminal liability for crimes related to child pornography, and also provides for the decriminalization of the production and distribution of pornographic content between adults. 231 members of parliament voted in favor of the decision.
The Verkhovna Rada adopted a law expanding the rights of military personnel released on parole from serving their sentences to serve under contract. Bill No. 15225 was supported by 309 members of parliament.
