PlayCity CEO Gennady Novikov has resigned

Gennady Novikov, head of the state agency PlayCity, announced that he had submitted his resignation after one year in the position.

According to Novikov, during this time, the agency carried out a large-scale reform of state regulation of the gambling and lottery market. Among the main achievements, he cited the launch of a pilot version of the State Online Monitoring System, which allows for oversight of gambling operators’ activities.

He also noted that PlayCity resumed licensing of the gambling industry, which generated nearly 2 billion hryvnias in additional budget revenue; issued licenses to state lottery operators for the first time in over a decade; and restored state oversight in this sector.

In addition, Novikov reported that over 9,500 illegal websites and online casino mirror sites had been blocked, along with more than 700 pages containing illegal gambling advertisements, and that fines totaling nearly 88 million hryvnias had been imposed for violations of advertising laws.

Among other achievements, he highlighted the launch of digital licensing via the “Diya” app, the creation of specialized registries, the implementation of self-exclusion mechanisms for players, and new responsible gaming tools.

“I am leaving this position with the feeling that we have laid the right foundation,” Novikov wrote.

The state agency “PlayCity” decided to revoke the licenses of two gambling operators following an audit that revealed their ties to an aggressor country. As a result, the Favbet Casino/Favbet Poker and Billionaire brands are effectively disappearing from the Ukrainian market.

The Commission for the Regulation of Gambling and Lotteries conducted an unscheduled inspection of the online casino SlotCity. Based on the results, the company “All City Games,” which operates under the SlotCity brand, was fined 4.323 million hryvnias.
