The number of men booked for the year increased by 300,000
Over the past year, the number of essential workers in the Ukrainian economy has increased by 300,000, and the list of enterprises designated as critical has grown by 9,000 new entities.
Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture Oleksiy Sobolev emphasized that a significant portion of this growth came from frontline regions, where—thanks to the authorization to reserve 100% of staff—the number of reserved employees doubled to 100,000.
Currently, critically important enterprises generate about 60% of tax revenues from the business sector, underscoring their role in supporting the state.
Oleksiy Sobolev noted that the current reservation mechanisms were last comprehensively revised back in December 2024, which is an unacceptably long period under the conditions of a full-scale war.
A government resolution adopted in June introduces three key changes regarding the updating of salary criteria, sector-specific requirements, and the methodology for calculating quotas for employees holding multiple jobs.
Specifically, the salary threshold has been raised to three times the minimum wage, amounting to 25,900 UAH. For enterprises operating in close proximity to the front lines, this threshold remains at 21,600 UAH.
From now on, relevant government agencies are required to review sectoral and regional criteria, taking into account the urgent needs of the defense sector and critical infrastructure.
To date, 15 relevant ministerial orders have already been approved, and the remaining documents are scheduled to be published by the end of this week.
According to preliminary estimates by the head of the ministry, the implemented changes may affect the operations of about 20% of enterprises.
