A controversial developer who owes Kyiv 53 million hryvnia in taxes is living it up in France
Reports have emerged that Yegor Maslennikov, the owner of the company “Stroy City Development”—who was notified in absentia of charges of tax evasion amounting to over 53 million hryvnias—celebrated his birthday in style in France. Maslennikov has been abroad since the charges were announced.
Photos of the celebration were posted on Instagram by his marketing director, Tetyana Tonu, who currently works for Maslennikov’s company in Dubai. According to Telegram channels, this company is building 15 properties in the UAE, while it has not completed the construction of dozens of properties in Ukraine.
According to the press service of the Kyiv City Prosecutor’s Office, from February to September 2020, the company sold real estate to individuals for nearly 300 million hryvnias. At the same time, the company’s director failed to report this income in his tax returns and did not pay the corresponding taxes.
To evade paying taxes, the director of the joint-stock company transferred the money received from the sale of real estate to the accounts of a number of companies suspected of being shell companies. He recorded these funds as a loan to one of these companies, the settlement of accounts receivable, and the purchase of corporate rights.
As a result of these actions, the Kyiv city budget alone lost more than 53 million hryvnias in tax revenue.

As a reminder, the State Bureau of Investigations has not decided to close the criminal case against the developer, whom the media link to Oleksandr, the brother of SBI head Oleksiy Sukhachov.
Law enforcement authorities have referred to court a case involving the head of a housing and construction cooperative in Bukovina. According to the State Bureau of Economic Security (SBES), he sold 170 apartments and parking spaces but failed to pay over 11 million hryvnias in taxes to the state budget.
The Kyiv City Prosecutor’s Office, through the Kyiv City Commercial Court, successfully recovered over 28 million hryvnias in unpaid equity contributions from the developer.
