Kyivstar Launches Satellite Internet for Messaging Apps and Navigation

Kyivstar has expanded the capabilities of its Starlink Direct to Cell satellite service and launched mobile data transmission in Light Data mode, which allows users to access basic online services even without a terrestrial network. Ukrainians will be able to chat in messaging apps, use maps, and exchange messages via satellite. The technology is being positioned as a backup communication option during outages and crises.

 

Ukraine’s largest mobile operator, Kyivstar, announced the expansion of the Starlink Direct to Cell satellite technology by launching a new data transmission mode called Light Data, which allows users to access basic digital services even in areas where conventional mobile coverage is completely absent.

With this new mode, subscribers will be able to use messaging apps and navigation services directly via satellite, though with restrictions on data-intensive content, as the system is optimized for transmitting small amounts of data and conserving data usage. “From now on, subscribers will be able to use popular messaging apps and navigation maps directly via satellites in areas where there is no terrestrial network,” the company said in a statement.

In the initial phase, the technology supports Viber and WhatsApp, as well as Google Maps, allowing users to stay connected even in challenging conditions or when there is no network coverage. Kyivstar emphasizes that satellite communication does not replace traditional base stations but functions as a backup channel, which can be critically important during outages or emergencies.

According to company president Oleksandr Komarov, in the first few months of the service’s operation, more than 6 million subscribers used Starlink Direct to Cell, sending over 10 million emergency SMS messages—which, he says, confirms the practical need for such technology. Going forward, the company plans to expand the list of available applications; in particular, it is considering integrating the government portal “Diya,” banking services, and emergency alert systems. At the same time, Light Data currently works only on Android smartphones with 4G/LTE support, while implementation for iPhones is expected in 2026.

Basic SMS messages via Starlink Direct to Cell remain free for all users, and coverage already extends to most of Ukraine, with the exception of combat zones and temporarily occupied territories. This was reported by the company.

As a reminder, Kyivstar is gradually phasing out outdated services and will completely discontinue the “Mobile Payment” service on July 1, which was previously used to top up accounts via USSD and phone calls. The company explains this by noting that subscribers have long since switched to modern digital payment methods, and the old tools are no longer relevant.

Kyivstar has announced the official launch of sales of Starlink satellite internet services for business customers and government agencies in Ukraine. The company is positioning the new service as a solution for ensuring stable connectivity in challenging conditions.
