When will Ukraine be able to receive €2 billion in aid: the EU's response
Ukraine is now able to submit a request for the next disbursement under the Ukraine Facility following the Verkhovna Rada’s adoption of the necessary reform bills. The funds will be transferred after official approval by the Council of the European Union, which will be possible immediately after the adopted legislation enters into force.
This was reported by Arianna Podesta, Deputy Spokesperson for the European Commission, in response to a query from European Truth.
Brussels welcomed the progress made by the Ukrainian parliament, which passed five laws over the course of the week, three of which are critical for the implementation of the Ukraine Facility. Earlier, European Commissioner Marta Kos noted that fulfilling overdue commitments for 2025 would allow for the release of up to €4 billion in funding. As explained by the European Commission, as soon as the new legislative provisions take effect, Kyiv will be able to include them in its report, which will automatically unlock access to funds currently on hold.
The Ukraine Facility mechanism clearly links financial assistance to specific steps in the areas of justice, anti-corruption, and economic modernization. The current tranche of €2 billion is part of a larger support package aimed at ensuring the country’s macroeconomic stability amid the ongoing war. Podesta emphasized that the EU remains a reliable partner for Ukraine on its path to membership, and the steady implementation of reforms is a key condition for a stable flow of funds.
The next step following the submission of the request will be an assessment by the Commission and final approval of the decision by EU member states. It is expected that the technical procedures will not take long, as the content of the draft laws has already been preliminarily agreed upon with European experts. The Ukrainian government expects these funds to reach the state budget in the near future to cover critical expenditures. Further payments will depend on adherence to the schedule for adopting six more laws that remain on Brussels’ list of priority requirements. The total amount of the support program is calculated through 2027 and requires constant monitoring of progress in European integration reforms.
Earlier, the Verkhovna Rada of Ukraine adopted in the second reading and as a whole a law on the integration of the electricity markets of Ukraine and Europe. This refers to draft law No. 12087-d, which provides for the integration of the Ukrainian energy market with the European one.
