A company linked to MP Shakhov received 74% of the contracts for public address systems
In 2025, the majority of government contracts for the modernization of warning systems were awarded to the company “Ukrzaliznychaautomatika,” which is linked to People’s Deputy Serhiy Shakhov.

According to their data, the company received 74% of the total procurement value in this sector. In total, the state signed contracts worth 528 million hryvnias—more than twice as much as in previous years of full-scale war.
Analysts attribute the increase in funding to the government’s decision to carry out a large-scale modernization of warning systems. At the same time, the majority of the funds were concentrated in a single company.
Previously, journalists discovered that “Ukrzaliznychaautomatika” has ties to the inner circle of Shakhov, who is wanted in connection with a case involving the failure to declare assets.
DOZORRO also noted peculiarities in the tenders: none of the major contracts were awarded on the first attempt due to auditors’ objections. Meanwhile, the tender documentation itself contained requirements that restricted competition.
Specifically, participants were required to have authorization to handle state secrets, a series of certificates, and additional guarantees for the use of equipment. In some cases, letters of authorization from specific manufacturers were required.
The average number of bidders was only 1.3, indicating merely nominal competition.
DOZORRO notes that the public alert system market has effectively come under the control of a single company with opaque ties. Based on the analysis, they are preparing a complaint to the NABU.
In March 2024, a Bihus.Info investigation reported that Kachny’s 87-year-old mother-in-law gave her daughter 6.5 million hryvnias in 2022 but could not recall what business her family was involved in.
Earlier, a group of MPs registered a draft resolution in the Verkhovna Rada titled “On the Loss of Parliamentary Mandates by Certain Members of the Ukrainian Parliament” (No. 7323). The document proposes stripping OPZZh party leader Viktor Medvedchuk and several other party members, including Kachny, of their parliamentary mandates.
