Koretsky ordered a review of the availability of shelters throughout the country

Prime Minister Serhiy Koretsky has ordered an urgent inspection of all civil defense shelters in Ukraine. The inspection will assess not only their technical condition but also whether people can enter them without obstruction.

According to the head of government, the shelters must be accessible even before an air raid alert is issued, if a threat—such as ballistic strikes—is already known.

 

A large-scale inspection of all civil defense shelters will be conducted in Ukraine in the near future. This directive was issued by Prime Minister Serhiy Koretskyi. According to him, the inspection will cover all shelters without exception. Experts will assess their condition and determine whether people can enter them quickly and without obstruction during a threat.

The inspections will involve relevant ministries and agencies, regional military administrations, the Kyiv City Military Administration, and local government bodies. Koretsky emphasized that all responsible officials have already received the necessary instructions.

Separately, the prime minister drew attention to the issue of shelter accessibility. According to him, doors must remain open not only after an air raid alert has been declared. “Access to shelters must be available even when it is already known that a danger exists but an alert has not yet been declared. Given the constant threat of ballistic missiles, regional authorities and city administrations must act more promptly and based on the real need to protect people,” he stated.

The Prime Minister also emphasized that after more than four years of full-scale war, people should not be faced with closed shelters or other obstacles. “People must always be able to reach shelters in a timely manner and without hindrance, especially when there is a ballistic threat. And this is the personal responsibility of every official,” Koretsky emphasized.

Once the inspections are complete, the responsible agencies must address the identified shortcomings. The government expects all shelters to meet safety requirements and be accessible to people at any moment a threat arises. The head of government announced this in his statement.

The Ministry of Defense of Ukraine, together with the “State Logistics Operator,” is preparing updates to the technical specifications for individual ration packs. The changes are based on the results of a survey conducted via the “Army+” app, in which more than 60,000 military personnel participated.
