Koretsky explained how Ukraine plans to cover its $27 billion budget deficit

The Cabinet of Ministers lacks the resources to cover additional defense needs through the end of the year. Ukraine plans to raise approximately $20 billion in collaboration with international partners and expects to cover the remainder with its own reserves.

 

The additional defense requirement amounts to $27 billion, and part of this amount is needed in the very near future—to prepay for weapons scheduled to arrive in the first quarter of 2027. Koretsky had already reported this following a meeting with the Ministry of Defense on September 25.

According to the head of government, the Cabinet of Ministers plans to cover approximately $7 billion through strict cost-cutting measures, expenditure optimization, and the internal reallocation of budget funds. Among the measures are the reallocation of resources within existing programs, the use of the defense reserve fund, and cuts to certain expenditure items.

The government expects to secure the remainder—approximately $20 billion—in cooperation with international partners, primarily for weapons and related expenses.

Earlier, Koretsky spoke about Ukraine’s preparations for the heating season.

Previously, Koretsky promised that payments to military personnel would be made consistently and in full.

In Ukraine’s draft state budget for 2027, the base pay for service members was left at approximately 20,000 hryvnias. 

President Volodymyr Zelenskyy signed as an urgent law a bill introducing payments of 50,000 hryvnias for servicemembers released from captivity.
