Lubinec compared the work of the TCCs in Ukraine's regions
Dmytro Lubinets, the Verkhovna Rada’s Human Rights Commissioner, assessed the work of the territorial recruitment centers in various regions of Ukraine. He also reported on a scheme involving the reappointment of the acting head of the territorial recruitment center in Zakarpattia.
To date, four cases of homicides have been recorded on the premises of territorial recruitment centers and joint staffs. These incidents occurred in the Kyiv and Dnipropetrovsk regions. Dmytro Lubinets, the Ukrainian Parliament’s Commissioner for Human Rights, discussed this in an interview with Novyny.Live.
“In my view, the most critical situation right now is in Zakarpattia—it’s number one. I simply don’t understand how they keep reappointing the head of the regional TCC and SP there for 30-day terms. You know, it’s a legal loophole. They don’t appoint a full-fledged head of the Territorial Election Commission for 30 days. After 30 days, it’s the same person again. And this is despite the fact that I’ve received the highest number of complaints from Transcarpathia regarding illegal actions by TEC and SP staff,” Lubinets said.
He added that there are also complaints in the Odesa and Dnipropetrovsk regions. In addition, there are “glaring” cases in the Lviv region as well. At the same time, according to Lubinets, there are two “positive regions” in Ukraine—the Kirovohrad and Khmelnytskyi regions.
“The Kirovohrad region and the city of Kropyvnytskyi rank first, taking into account the number of people living there and the number of those mobilized. And in my view, if we have best practices—which you can see reflected in the statistics—why shouldn’t regional-level leaders showcase their positive approaches to conducting mobilization without violating the rights of Ukrainian citizens? And automatically, we don’t see public outcry there; we don’t see resistance there. Automatically, there is greater trust in the staff of the Territorial Mobilization Centers and the Special Purpose Units. Automatically, the mobilization processes there proceed more smoothly,” Lubinets added.
In Rivne Oblast, a TCC official will stand trial for accepting bribes in the form of money and cars.
As a reminder, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) announced new charges in the Midas case against the former executive director for security at Energoatom.
