Law enforcement officials uncovered widespread manipulation of mobilization data in the Chernivtsi, Ternopil, and Zakarpattia regions. According to the investigation, officials from the Territorial Mobilization Centers and the State Employment Service artificially inflated conscription figures by entering information into the “Oberig” registry about people who had not actually been mobilized.
In total, the investigation documented 446 cases of fictitious mobilization.
Two former heads of district TCCs and SPs in the Chernivtsi and Ternopil regions, as well as seven members of an organized group in Zakarpattia, are under suspicion.
To enter false information, the suspects used their official access to “Oberig” and their own qualified electronic signatures. Among the entries were records of people who had not actually been drafted, including active-duty military personnel, a deceased soldier, and a soldier currently held captive by Russia.
In Bukovina, according to the investigation, the former head of the district military registration and enlistment office entered false information regarding the mobilization of 99 people between January and March 2026, including by using fabricated personal data.
In the Ternopil region, another former TCC official registered another 18 people as allegedly mobilized in March.
The largest scheme was uncovered in Zakarpattia. There, according to the investigation, the then-deputy head of the district Military Registration and Enlistment Office organized a group consisting of the center’s managers and operators. They entered information into the “Obereg” system about individuals who were already subject to military service, falsely registering them as having undergone a second medical examination and been newly mobilized.
In this way, 329 fictitious mobilizations were processed in Zakarpattia.
The suspects’ actions were classified under several articles of the Criminal Code of Ukraine, specifically regarding unauthorized handling of information and official forgery.
At the same time, in accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a court verdict.
