The Lviv City Council has approached Poland regarding the construction of a waste-to-energy plant

Lviv is facing difficulties with the implementation of a waste-to-energy plant project. The city has already paid over 30 million euros for work completed, but construction has not yet been finished, prompting city officials to appeal to the Prime Minister of Poland.

This was reported on May 28 by Lviv Mayor Andriy Sadovyi.

 

According to Sadovyi, they had not planned to make this matter public, as the project was intended to serve as an example of successful cooperation between Polish businesses in Ukraine—one of many cases where companies fulfill their obligations and receive payment.

Instead, the situation has unfolded differently: the Lviv community has already paid over 30 million euros for the work performed, yet the project remains unfinished. The mayor emphasized that this involves not private investments but funds from the city budget.

In addition, Sadovyi stated that there have been attempts by certain Polish officials to contact Lviv’s partner cities with letters and enlist them in lobbying for the contractor’s interests. Pressure was also exerted on the Ukrainian government with calls to influence Lviv to continue cooperation with a company that failed to fulfill the terms of the contract.

We consider this absolutely unacceptable. Because if a company has failed to fulfill its contractual obligations, this is not a matter of international politics or inter-municipal friendship,
” Sadovyi emphasized.

He added that this is, in essence, a matter of responsibility, reputation, and the fulfillment of signed agreements. Thus, following consultations and approval by the European Bank for Reconstruction and Development, the contract with Control Process S.A. was officially terminated.

It is important that this dispute not be turned into a tool for political or diplomatic pressure. At the same time, Andriy Sadovyi noted that Ukraine is grateful to Poland and the Polish people for their support, but there can be no question of ignoring a breached contract simply because of the company’s origin.

We all want to live by European rules. And they must be the same for everyone,
” the mayor of Lviv concluded.
