Ministry of Finance: Local budget revenues rose by 55%
Ukraine is seeing a significant increase in local budget revenues. According to the Ministry of Finance, revenues have risen by approximately 55% this year compared to the pre-war period. Reports also indicate that medium-term budget planning has resumed at the local level despite the challenges posed by the full-scale war.
Marchenko emphasized that in 2026, local budget revenues increased by 55% compared to the pre-war period. The volume of intergovernmental transfers in the state budget has increased by 12.6% over the past four years. Since 2025, medium-term budget planning has been restored at the local level, and a new model for managing public investments has been introduced.
“Effective and financially capable communities are the foundation of the state’s resilience, successful recovery, and Ukraine’s future integration into the European Union. Despite the unprecedented challenges of the war, local budgets are showing growth, and the state continues to support the regions through intergovernmental transfers, new financing instruments, and public investment management reform,” the minister noted.
The Minister of Finance also spoke about the transition from funding individual projects to funding strategic priorities for recovery and development. Specifically, as part of the medium-term planning for 2026–2028, 51 priorities across 12 sectors have been identified, with a total budget exceeding $20 billion.
During the meeting, which was also attended by Cecilia Dahlman Ek, President of the Chamber of Regions of the Congress, the parties discussed the financial stability of Ukrainian communities amid the war, instruments to support local self-government, and attracting international financing for the development of municipal infrastructure.
For his part, Mathieu Moret confirmed the Congress’s readiness to continue supporting Ukraine in strengthening local self-government and implementing financial reforms.
The Secretary General invited Serhiy Marchenko to participate in the 51st session of the Congress of Local and Regional Authorities of the Council of Europe, to be held October 27–29, 2026, to join the plenary discussion on financing the reconstruction and rehabilitation of Ukraine.
